The full text of the congratulatory message reads
Dear Ambassador
Dominica and the Caribbean people in general, are enormously pleased at the decision of the Nobel Committee [of Norway] in awarding the Nobel Peace prize for 2009 to President Obama.
This must surely be the most remarkable and wonderful announcement of the decade, if not the century! Congratulations to the Norwegian Committee for being so insightful, and sensitive to the major World issues of today. There is not a single individual in the entire World more deserving of the Prize than is President Obama.
Congratulations to Norway too for this expression of wisdom, which can only come from a country rich in tradition, mature in its ways, and firm in its reputation of doing the right things in the interest of Peace and International goodwill, and in marking bold choices in the best interest of this Planet.
Thank you so much for continuing your commitment to doing good, and recognizing the planet’s greatest citizens on behalf of all the peoples of this World!
